#mothertongueTurkish ANADİLİM TÜRKÇE

The global objective of this call for proposals is the promotion of civil society dialogue by means of culture, arts and cultural heritage through the improvement of international cooperation on cultural heritage and promotion of cultural values in Turkey. The special target of this call for proposals has been determined as the promotion of cross-border dialogues and networking between civil society organisations (CSOs) in Turkey and the EU in the areas of culture and arts including creative sectors and cultural heritage. In this line, the global of the #mothertongueTurkish project is to establish a platform encouraging the third and fourth generation immigrants who were born and grew up in Germany to use their mother tongue: Turkish. The project has 3 different specific objectives: (1) To popularize Turkish language among third and fourth generation Turkish immigrants in Germany, (2) To bring third/fourth generation immigrant Turks and their peers from Izmir and Denizli in showing the unifying power of common culture and common language (3) To provide application areas for young people in developing their Turkish language skills via engagement in musical and literary actives in their mother tongue. In this sense, #mothertongueturkish project has a nature that promotes civil society dialogue between Turkey and Germany. Through the platform to be created within the scope of the project, third and fourth generation immigrants who were born and grew up in Germany will be encouraged to learn their mother tongue comprehensively and use them correctly. This will also be the source of the correct use of German. As a matter of fact, it is clear that for an individual who suffers from a lack of native language, foreign language learning will be problematic and incomplete. Munich Former Education Attaché Prof. Dr. İlyas Öztürk presented a paper titled “The Problematicness of Turkish Teaching in Germany in the Munich Case Study” at the 3rd European Turks Mother Tongue Education Workshop (2016). In this paper, Öztürk stated that, according to scientific research, if a systematic basis is established, mother tongue knowledge will facilitate the acquisition of a second language; and it was emphasized that a native language (Turkish) lesson is necessary in order to acquire the German language better (p.48). Therefore, the Turkish community in Germany is not outside of this fact. However, in Germany, the mother tongue lesson is considered as an activity outside the school education program. As a result, for these and many other reasons, third and fourth generation immigrant Turkish youth, who could not learn their mother tongue adequately, could not learn German properly either. As a result, a language formation called “Kanakendeutsch,” “Kanak Sprak” or “Kiezdeutsch” emerged. This situation was particularly not welcomed by German society. This new language formation, which is half German and half Turkish and negatively affects both languages, is not only a grammatical problem, but is essentially a reflection of the in-between. The #mothertongueTurkish project offers a solution to this problem with various activities. These can be listed as to spread Turkish among the third and fourth generation Turkish immigrants living in Germany; to bring together peers with Turkish immigrants in Turkey (İzmir and Denizli) and to provide a practice area where Turkish immigrants can improve their Turkish skills through culture and art activities (music, literature, etc.). In this sense, between Germany and Turkey need to develop a dialogue and cooperation, including the Turkish culture and Turkish language and literature. In this direction, a network communication will be established with non-governmental organizations representing the Turkish community in Germany, especially NIKFER Yardım Severler Dayanışma Derneği e.V., one of the project partners. In our project, cross-border dialogue and networking are supported for the promotion of Turkish language and literature, Turkish culture and art. Our project will serve both the general and the specific purpose of the call for proposals in order to establish an international cooperation platform.

In this call for proposals, the sector has been determined as civil society, and the theme as culture & arts, cultural heritage and cultural & creative industries. As is known, according to the 3.3. article of the Lisbon Treaty, the Union has duties to respect the rich cultural and linguistic diversity and to ensure the protection and development of Europe’s cultural heritage. In addition, according to Article 167 of the Treaty on the functioning of the European Union, diversity is respected, and it is necessary to contribute to the development of culture in the member countries in order to bring a common cultural heritage foreground. Our project, which aims to develop native language speaking skills of third and fourth generation Turkish immigrants who were born and grew up in Germany and to encourage them, has been focused on intangible cultural heritage as it can be understood. In this sense, the theme of our project has been determined as cultural heritage. The link established in the Lisbon Treaty between linguistic diversity and the protection of European cultural heritage is also valid for our project. Accordingly, our project, which focuses on intangible cultural heritage by focusing on Turkish language and culture activities, has two claims. The first is that diversity is an element of cultural heritage for Germany as well as for the rest of Europe. The other is that integrative, not exclusionary actions will contribute to cultural wealth and heritage. It should be remembering that if the Turkish society in Germany loses its mother tongue, the intangible cultural heritage areas from oral traditions and expressions to performing arts, from social rituals and celebrations to traditional food and handicraft traditions gradually disappear and cultural richness due to diversity weakens. In addition, the social problems that accompany it become completely insoluble. In this context, it can be said that all these elements played a role in determining the theme of the #mothertongueTurkish project as cultural heritage in accordance with the call for proposal.
